The thing that swimmers love most is taper. The thing that swimmers love 2nd most is heat sheets. Here are the relays (unofficially). The heat numbers are wrong. I listed the top heat as "heat 1."
Some of these relays are ridiculously fast and are much faster than times posted during the season. As an example, Fenwick's 400 FR is 8 seconds faster than the sectional seed. Is this always the case to see huge drops at sectionals rather than state? Can teams hold on for another week?

It is very typical for the vast majority of teams and swimmers to taper fully and suit & shave at sectionals, because it's very hard to make the cuts on one specific day and most people aren't that fast and willing to risk missing the cut.
The pay off at state can be great but it's very risky and most people tend to go for a great time at sectionals and hold on at state. Most of those people don't hold on and add time, which is what makes predicting state results very difficult.
